The Dutch government has announced to delay its plans to bar foreigners from coffeeshops until May 2012 at the earliest - Out of “practical difficulties”, as Justice Minister Ivo Opstelten said. However, that new policy will start with a respective testing phase in southern Dutch cities first, which was actually planned for January 2012. Such a “weed pass system”, that will allow only Dutch residents to purchase hash or marijuana in the coffeeshops, is expected to be applied nationwide in 2013 then.
